Barview Jetty in Oregon_North is an exposed beach/Jetty break that has fairly consistent surf and can work at any time of the year. Ideal winds are from the east. Waves just as likely from local windswells as from distant groundswells and the ideal swell direction is from the northwest. The beach breaks offer lefts and rights. Unlikely to be too crowded, even when the surf is up. Beware of rips and rocks.
