Playa de San Cibrao in Galicia is a quite exposed beach break that has unreliable waves. Autumn and winter are the best times of year for waves. The best wind direction is from the south. Most of the surf here comes from groundswells and the ideal swell angle is from the northwest. Prevailing left breaking waves at the beach break. The quality of the surf isn't affected by the tide. Even when there are waves, it's not likley to be crowded. Be wary of rips - they make surfing here dangerous.
